OGGETTO: L’emergenza epidemiologica da COVID-19 trasforma le attività dell’Agenzia delle Entrate da “indifferibili” a “essenziali” – Direttiva del 24 marzo 2020 – Chiarimenti ai dipendenti.
Il Presidente del Consiglio dei Ministri, con decreto del 22 marzo 2020 (pubblicato nella G.U. del 22 marzo 2020, n. 76 – Edizione Straordinaria), al fine di contrastare e contenere il diffondersi del virus COVID-19 sull’intero territorio nazionale, tra le varie misure adottate nell’articolo 1, ha previsto, avvalendosi dei codici ATECO e delle disposizioni contenute nella legge 12 giugno 1990, n. 146, ha disposto, per quanto di interesse della scrivente, la seguente misura:
“a) la sospensione di tutte le attività produttive industriali e commerciali, ad eccezione di quelle indicate nell’allegato 1 (per l’Agenzia codice ATECO 84.11.10) e salvo quanto di seguito disposto. Per le pubbliche amministrazioni rimangono ferme le disposizioni contenute nell’articolo 87 del decreto-legge n. 18 del 17 marzo 2020 [Articolo 1, comma 1, lettera a)].”
Con riferimento a tale nuova disposizione, il Direttore dell’Agenzia delle Entrate, nonché Presidente dell’Agenzia delle Entrate-Riscossione, con la Direttiva 24 marzo 2020, di cui non si conosce il numero ma solo il protocollo (prot.n.141696), pur riconoscendo l’assenza della sottoscrizione di un accordo collettivo nazionale, ha ritenuto necessario, nelle more della contrattazione collettiva, al solo fine di fronteggiare la situazione straordinaria ed urgente venutasi a determinare con riferimento alle attività e agli uffici dell’Amministrazione, per effetto della emergenza epidemiologica da COVID-19, considerare “attività essenziali” le attività elencate nel punto 1 della medesima Direttiva, salvo, poi, demandare ai Capi Divisione, i Direttori Centrali e i Direttori Regionali dell’Agenzia il compito di individuare, con provvedimenti organizzativi, le “specifiche attività essenziali” rientranti nell’ambito delle macro categorie di attività riportate nei punti da a) a t) della medesima Direttiva (punto n. 2), da concordare in ogni caso, preventivamente, con le strutture centrali.
La predetta Direttiva ha però creato un po’ di scompiglio tra i dirigenti dell’Agenzia, tanto che lo stesso Direttore, il giorno dopo, questa volta in veste di Responsabile ad interim della Direzione Centrale RUO, ha dovuto precisare, con la nota prot. n. 143063 del 25.03.2020, il motivo per cui si è resa necessaria la individuazione delle suddette attività essenziali.
E così scopriamo che tale necessità è stata ispirata da una ordinanza regionale (per la precisione l’ordinanza n. 515 della Regione Lombardia), emessa ai sensi dell’articolo 32, comma 3, della legge 23 dicembre 1978, n. 833, le cui disposizioni, che dovrebbero avere una efficacia limitata al solo territorio regionale, sono state estese dall’Amministrazione finanziaria a tutto il territorio nazionale (al fine di armonizzare e rendere coerente la precedente direttiva del 20 marzo 2020, n. 138696 con le nuove disposizioni, nazionali e regionali).
Di conseguenza, a questo punto, ci chiediamo: se domani dovesse essere emanata un’altra ordinanza regionale, da parte di un’altra regione italiana, accadimento verosimile vista la disomogeneità con cui si è diffusa l’epidemia da COVID-19 sull’intero territorio nazionale, e con disposizioni completamente diverse da quelle adottate dalla regione Lombardia, che si fa?
Si dovrà procedere ad una nuova ennesima armonizzazione? Così facendo, però, prima che l’emergenza epidemiologica cessi, potrebbero essere necessarie diverse armonizzazioni.
Ricapitolando a beneficio anche dei lavoratori… ad oggi (se abbiamo ben interpretato) le prestazioni lavorative dovrebbero essere suddivise nelle seguenti categorie:
- attività indifferibili con necessità di presenza e attività indifferibili (in presenza con lavoro agile) [nota prot. n. 128334 del 12.03.2020 – Articolo 1, comma 1, punto n. 6) del DPCM 11.03.2020];
- attività essenziali (con presenza fisica necessaria nella sede di lavoro e senza presenza fisica necessaria nella sede di lavoro) [Direttiva prot. 141696 del 24.03.2020 – Articolo 1, comma 1, lettera a), del DPCM 22.03.2020].
In ogni caso, in virtù di quanto sopra esposto, la scrivente

It was brought into vogue by an earlier Prince of Wales (later Edward VIII) in the 1920s, and has remained a casual wardrobe staple for members of the Royal Family, including Kate Middleton, whose jumper collection includes at least three different Fair Isle designs.

Another fan of the nostalgic knit is Alexa Chung, who recently layered a Fair Isle vest by Molly Goddard over a light blue button-down in a snap for Instagram. hoping the Joker 2 flop will just be a small blip in her career, after the film
received a D rating on CinemaScore — the lowest
score for a comic book movie.
Madame Web — which notably also flopped in theaters

Joker notably opened with $96.2 million on its theater release in 2019 and

The first movie – which was also directed by Phillips – had a
budget of between $55 and $70 million. However, the budget more than doubled to around $200 million for Folie À Deux.
The sequel screened during the Venice International Film Festival last month,
where it earned a 12-minute standing ovation, per Deadline.
It had been projected to bring in around $70 million – but the
number drastically dropped amid mixed reviews before release.
Audiences have since shared their opinions on the sequel, which features
multiple musical sequences.
‘Joaquin Phoenix don’t deserve this,’ wrote
one on X. ‘What happened to the script?’
Another user added: ‘Stop making sequels as musicals if the original wasn’t a musical.’

Because caviar, smeared on blinis or piled high on baked potatoes, sure didn’t come cheap.
There may have been other things on the menu, but no one paid them much heed.
This was all about lashings of the black stuff.

Caviar Kaspia popped her final tin about two decades back.
And that site, hidden down a smart Mayfair mews, was taken over by Gavin Rankin (who
used to be the boss), and transformed into the brilliant Bellamy’s.
It prospers to this day. Kaspia, on the other hand, went quiet.
Until last year, when she reopened as a members’ club in another Mayfair backstreet.
But a £2,000 a year membership fee proved hard to swallow, meaning the doors were opened to the great unwashed.
Which is how we find ourselves sitting in a rather handsome – albeit near empty – dining room, lusciously lavish,
under the stern gaze of a stern painting of a very stern man. The soft, crepuscular
gloom is broken up by the glare of table lamps, indecorously bright, while a loud soundtrack of indolent, indeterminate beats throbs
in the background. The whole place is scented with gilded ennui.
Our fellow diners are two young South Korean women of pale, luminescent beauty, clad in diaphanous couture.
They don’t speak, rather communicate entirely via camera phone.
Pose, click, check, filter, post. Immaculate waiters hover in the shadows.
We sip ice-cold vodka, and eat a £77 caviar and smoked-salmon Kaspia croque monsieur that tastes far better than it ought to.
Next door, a large table fills with a glut of the noisily, glossily confident.
We’re looked after by a wonderful French lady of such effervescent
charm and charisma that had she burst into an impromptu performance of ‘Willkommen’, we would have barely blinked.
Baked potatoes, skin as crisp as parchment, insides whipped savagely hard with butter and sour cream, are a
study in tuber art. A cool jet-black splodge of oscietra caviar, gently saline, raises them to
the sublime. Only the price, at just under £150 each, is ridiculous.
But there are few better dishes on earth. I’d eat this every day if
I could. But I can’t. Obviously. That’s the problem with caviar.
One taste is never enough.

The benchmark S&P 500 and the blue-chip Dow hit intraday record highs on Monday while the Nasdaq also advanced,
with Scott Bessent’s nomination as Treasury secretary
in the incoming Trump administration boosting investor sentiment.
President-elect Donald Trump ended weeks of speculation when he named his choice late on Friday, with some investment strategists
saying Bessent could take measures to restrain further government borrowing,
even as he follows through on fiscal and trade campaign pledges.
At 09:50 a.m. the Dow Jones Industrial Average rose 459.25 points,
or 1.03%, to 44,753.77, the S&P 500 gained 43.12 points, or 0.72%,
to 6,012.50 and the Nasdaq Composite gained 153.88 points,
or 0.81%, to 19,157.53.
The Russell 2000 index, tracking domestically focused small-caps,
rose 1.5%, inching closer to an all-time high as the yield on 30-year Treasury bonds led declines across the curve.
Yields on Treasury bonds had surged after Trump’s victory after expectations that
his policies, considered broadly positive for the economy and big corporates, could stoke inflationary pressures and slow the pace of the Federal Reserve’s monetary policy easing.
“He (Bessent) might have a moderate approach to tariffs and that’s good news, because one of the fears is that if Trump does impose strong tariffs, that could be inflationary and would mean the Fed would have to perhaps reverse the present monetary policy,” said Peter Cardillo,
chief market economist at Spartan Capital Securities, New York.
Big banks gained, with Goldman Sachs rising 0.4%, JPMorgan Chase & Co
up 0.6% and Morgan Stanley adding 0.6%, sending the broader Banks index 0.9% higher.
Popular ‘Trump trade’ Tesla advanced 0.8%, while other growth stocks such as Alphabet
and Amazon.com rose 2.1% each.
The Consumer Discretionary and Communication Services sectors rose 1.3%
and 1%, respectively.
The benchmark S&P 500 was trading above 6,000 points, and has
jumped more than 4% since Nov. 4. The Russell 2000 index has surged more than 8% in the same period.
Brokerage Barclays raised its full-year 2025 forecast for the S&P
500 to 6,600 points from 6,500.
Investors have recently swung between expectation of a pause versus a further cut in interest rates at the Federal Reserve’s December meeting.
The CME Group’s FedWatch Tool shows a near 56% probability the central bank will
deliver another 25 basis point cut.
The Personal Consumption Expenditure report, the central bank’s preferred inflation gauge, will be on investors’ radar this Thanksgiving week.
Macy’s fell 3.5% after the department-store operator delayed the publication of its third-quarter results due to an accounting issue.
Bath & Body Works raised
its forecast for full-year
adjusted profit, sending the retailer’s shares up 21.5%.
Peabody Energy dropped 1.8% after Anglo American decided to sell its remaining Australian steelmaking coal
mines to the company for up to $3.78 billion in cash.
Retail trading platform Robinhood Markets advanced 4% after Morgan Stanley raised its rating on the stock.
Advancing issues outnumbered decliners by a 4.99-to-1 ratio on the NYSE, and by
a 3.5-to-1 ratio on the Nasdaq.
The S&P 500 posted 85 new 52-week highs and no new lows, while the Nasdaq Composite
